South Korea tokenized securities framework takes effect
South Korea's new framework for tokenized securities is scheduled to take effect on February 4, 2027. It will allow financial institutions to issue and trade blockchain-based stocks, bonds, funds and fractional investment products under formal rules. No specific coins are tied to the event.
What is happening
The Financial Services Commission, South Korea's financial regulator, is putting in place rules for the issuance and trading of tokenized securities. The framework covers stocks, bonds, funds and fractional investment products. The regulator recently proposed amendments to the relevant rules, and public consultation on the proposals runs from October 2 to November 11, 2026.
Market participants are already preparing. Koscom, a South Korean financial technology company, plans to present its shared tokenized securities platform at Korea Fintech Week 2026, held November 25 to 27 at the aT Center in Yangjae, Seoul, and organized by the Financial Services Commission. The platform supports securities issuance, account management and connections between related financial systems. Koscom has signed memorandums of understanding with 13 securities firms and has completed joint development of issuance infrastructure with LG CNS, along with testing through the Korea Securities Depository's token securities volume management testbed.
Other firms are building their own systems. Hanwha Investment & Securities completed a platform supporting Avalanche and Hyperledger Besu in September. KB Securities is working with Securitize and the Optimism Foundation on tokenized funds, starting with a proposed money market fund on OP Mainnet. Eugene Investment & Securities is testing stablecoin settlement for tokenized securities subscriptions with BEATOZ, and Meritz Securities is exploring custody and tokenization infrastructure with Ripple.
Why it matters
The framework moves tokenized securities in South Korea from pilots and testbeds toward a defined legal setting. For financial institutions, formal rules clarify what can be issued and traded, which is the basis for launching products at scale. The range of preparations already underway, across several blockchains and technology partners, shows how many firms are positioning for the effective date.
For holders and traders, the relevance is mainly indirect. The rules concern regulated securities rather than any single token, but they may influence how South Korean institutions engage with blockchain networks and infrastructure providers named in current projects. The final text of the rules may still change after the consultation period closes, so the details of the framework could differ from the current proposals.
