USDC subject to MiCA dual supervision as significant e-money token
From November 12, 2026, USDC, issued in the European Union by Circle Internet Financial Europe SAS, will fall under MiCA's dual-supervision model for significant e-money tokens. The change follows the European Banking Authority's October 14 classification of USDC as the first significant e-money token under the Markets in Crypto-Assets Regulation.
What is happening
On October 14, the EBA announced that 45 e-money tokens have been notified under MiCA, but USDC is the first to meet the applicable significance criteria. Circle Internet Financial Europe SAS is the issuer of USDC in the EU.
Starting November 12, responsibilities will be split between two authorities. The EBA will take direct responsibility for areas including own funds, reserve assets, liquidity requirements, and recovery and redemption planning. France's Autorité de Contrôle Prudentiel et de Résolution (ACPR) will retain responsibility for governance, outsourcing, qualifying holdings, conflicts of interest and fitness assessments.
The decision does not label USDC as noncompliant. It is a consequence of the token's scale and importance, and it is separate from the recent ESMA opinion on stablecoins that do not comply with MiCA.
Why it matters
For Circle, the classification means that core prudential topics, such as reserves, liquidity and redemption planning, will be overseen directly at the EU level rather than only by the national regulator. Holders and traders in the EU may see this as a sign of more formalized oversight of a widely used stablecoin, though the sources do not describe any change to how USDC works.
The effect may extend beyond the issuer. Exchanges, custodians and payment businesses that use USDC should expect more structured supervisory coordination and potentially more detailed operational requests about reserve, redemption and liquidity arrangements. Other stablecoin issuers approaching the significance thresholds may study how responsibilities are divided between the EBA and a national regulator.
