USDC designated significant e-money token under MiCA takes effect
On November 12, 2026, the European Banking Authority's classification of Circle's USDC as a significant e-money token under the Markets in Crypto-Assets Regulation (MiCA) becomes effective. USDC is the first of 45 notified e-money tokens to receive this designation.
What is happening
The EBA announced the classification decision on October 14, with the designation taking effect on November 12. In the EU, USDC is issued by Circle Internet Financial Europe SAS. From the effective date, the EBA will directly supervise the issuer's own funds, reserve assets, liquidity requirements, and recovery and redemption plans.
Supervision will be shared. France's ACPR will retain oversight of governance, qualifying holdings, fitness and propriety checks, outsourcing and conflicts of interest.
Alongside the designation, the EBA signed a memorandum of understanding with the New York State Department of Financial Services on cooperation and information-sharing for cross-border stablecoin activity. No change to USDC's dollar peg was announced; the shift concerns who examines the reserves behind the token.
Why it matters
For holders, the change concerns oversight rather than the token's design. Reserves, liquidity and redemption arrangements behind the second-largest stablecoin will come under direct supervision by a European authority, which may be relevant to those who rely on USDC for settlement or as a store of value within the EU.
For traders and market participants, the designation sets a precedent for how large stablecoins are treated under MiCA, since other e-money tokens could be assessed against the same framework in the future. The cooperation arrangement with New York's financial regulator also shows how EU and US supervisors plan to exchange information on cross-border stablecoin activity. What to watch: any supervisory requirements the EBA publishes for Circle's European entity after the effective date, and how other issuers and exchanges respond.
