USDC subject to MiCA dual supervision as significant e-money token
On November 12, 2026, USDC becomes subject to the dual-supervision model that the EU's Markets in Crypto-Assets Regulation (MiCA) applies to significant e-money tokens. The European Banking Authority (EBA) classified USDC as the first token in this category on October 14, 2026.
What is happening
The EBA announced that 45 e-money tokens have been notified under MiCA, and USDC is the first to meet the applicable significance criteria. Circle Internet Financial Europe SAS issues USDC in the European Union.
From November 12, supervisory responsibility will be split. The EBA will take direct responsibility for own funds, reserve assets, liquidity requirements, and recovery and redemption planning. France's Autorité de Contrôle Prudentiel et de Résolution (ACPR) will retain oversight of governance, outsourcing, qualifying holdings, conflicts of interest and fitness assessments.
The classification is not a finding of non-compliance. It reflects the scale and importance of USDC rather than any failure to meet MiCA requirements, which distinguishes it from the recent ESMA opinion on stablecoins that do not comply with MiCA.
Why it matters
For Circle, the change means a European authority will directly oversee the financial backbone of USDC, including reserves, liquidity and redemption arrangements. Holders and traders may see this as a signal of closer regulatory attention to how the stablecoin is backed and how redemptions would work under stress, though the sources do not describe any specific change to the token itself.
The effect extends beyond the issuer. Exchanges, custodians and payment businesses that use USDC should expect more formalized supervisory coordination and potentially more detailed operational requests about reserve, redemption and liquidity arrangements. Other stablecoin issuers approaching the significance thresholds may study how responsibilities are divided between the EBA and a national regulator. Items to watch include any further EBA or ACPR guidance ahead of the start date and how the split of duties works in practice once it takes effect.
