French National Assembly floor debate on self-custodied crypto wallet disclosure (Amendment I-CF821)

13 October 2026, Tuesday
Online Location
French National Assembly Project

On October 13, 2026, debate resumes in the full French National Assembly on the budget revenue section that would carry Amendment I-CF821, a proposal to require declaration of self-custodied crypto wallets worth €100,000 or more. No specific coins are named; the measure applies to self-custodied crypto holdings in general.

What is happening

Amendment I-CF821 was advanced by the National Assembly's Finance Committee on October 9, 2026. It would require individuals to declare self-custodied wallets whose value reaches €100,000 as of December 31 each year. Those who fail to declare could face fines of up to €10,000. The amendment was filed by deputies Charles de Courson, Jean-Pierre Bataille and Michel Castellani, all members of the LIOT parliamentary group.

The path forward is complicated. Later on October 9, the related budget revenue section was rejected in committee by a vote of 31-3. That section must now be reintroduced and voted on in the full Assembly, where debate is scheduled to resume on October 13.

The motivation is tax compliance. A parliamentary inquiry reported €3.5 billion in crypto capital gains in 2021, against only €400 million declared that year. Regulated service providers already have reporting obligations, while self-custodied wallets have largely remained outside that net. An earlier proposal with a €5,000 threshold was rejected by lawmakers in April 2026; the new €100,000 level is twenty times higher and reflects security concerns tied to targeted attacks on crypto holders in France.

Why it matters

For most French crypto users the immediate impact is limited: the proposal is not law, and the threshold excludes smaller holders. For larger self-custody holders, a mandatory declaration would remove one of the features many associate with self-custody, namely keeping assets outside reporting systems that apply to exchanges.

The amendment also sits within a wider package of proposed fiscal measures on digital assets, including an exit tax on crypto holdings above €800,000 for people relocating abroad and an end to deferrals on stablecoin conversions. Security remains a tension, since any government register of wealthy crypto holders could become a target. Things to watch on the day: whether the rejected budget revenue section is reintroduced, giving the amendment a vehicle, and whether the €100,000 threshold survives floor debate or is pushed back toward the lower figure that failed in April.
