EBA and ACPR begin joint supervision of USDC issuer reserve
On November 12, 2026, USDC becomes subject to shared supervision by the European Banking Authority (EBA) and France's ACPR, after the EBA classified it as the first significant e-money token in the EU under MiCA. From that date the EBA takes over direct oversight of key parts of the European issuer's reserve framework.
What is happening
On October 14, 2026, the EBA designated USDC a significant e-money token after assessing the criteria set out in the Markets in Crypto-Assets Regulation (MiCA). According to the EBA, 45 e-money tokens are currently notified in the EU, and USDC is the first to receive this status. The announcement does not say which individual criteria USDC met.
From November 12, 2026, direct responsibility for four areas moves from the ACPR to the EBA: the own funds of the EU issuer, Circle Internet Financial Europe SAS; its reserve assets; its liquidity requirements; and its recovery and redemption plan. The ACPR keeps corporate governance, qualifying holdings, the fit and proper assessment of senior managers, outsourcing and conflicts of interest. Both authorities say they will cooperate closely to make the transition smooth.
The EBA has also concluded a cooperation arrangement with the New York State Department of Financial Services to exchange information on cross-border stablecoin activity, since USDC has a second issuer in the United States, Circle Internet Financial, LLC. The status is not permanent: the EBA reviews at least annually whether a token still qualifies as significant.
Why it matters
The four fields that move to the EBA are the ones that determine whether a stablecoin can be redeemed at par if many holders want to exit at once. Direct access by a European authority adds a supervisory layer over the reserve, and the EBA can request data without a national intermediate step. The change shifts competence; for now, no new own-funds or liquidity requirements have been announced.
For holders and traders, nothing changes in practice on the day. The right to redeem at par against the issuer exists before and after the classification, tradability is unaffected, and no action or deadline applies to users. The status does not address exchange or custody risk, which remains with the platform where tokens are held, and it does not change tax treatment. What may be worth watching is the annual review of the status and any further details the EBA publishes on its supervisory approach.
