South Korea tokenized securities rules take effect

04 February 2027, Thursday
Online Location
South Korea Financial Services Commission Project

On February 4, 2027, revised securities and electronic registration laws take effect in South Korea, enabling the issuance and circulation of tokenized securities such as stocks, bonds, funds and fractional investment securities. The date is confirmed, and no specific coins are tied to the event.

What is happening

South Korea's Financial Services Commission, the country's financial regulator, is putting in place a framework for tokenized securities. The changes stem from revised securities and electronic registration laws that come into force on February 4, 2027. Once they apply, tokenized stocks, bonds, funds and fractional investment securities can be issued and circulated under Korean law.

On October 1, the Commission proposed detailed rules for the issuance and circulation of these instruments, designed to implement the legal changes. Public comments on the proposals remain open through November 11, after which the rules proceed through the approval process. The final wording could therefore still change before the effective date.

Market participants are already positioning. On October 14, Ripple announced a custody and tokenization partnership with Meritz Securities, its fourth Korean institutional partner this year and the first in the brokerage industry. Meritz is exploring areas such as spot exchange-traded funds, fractional investments, security tokens, trading platforms and won-denominated stablecoins, starting within its existing operations and current regulations. A Meritz executive said the firm will prepare digital asset financial services in stages as Korea's regulatory framework evolves.

Why it matters

The effective date marks the point at which tokenized securities gain a defined legal footing in South Korea. For financial institutions, clearer rules reduce uncertainty about how blockchain-based representations of ownership can be issued, held and traded. Partnerships like the Ripple-Meritz agreement, which focuses on custody and tokenization tools, show firms preparing infrastructure ahead of the deadline.

For holders and traders, the development is mainly relevant as a signal of regulatory direction rather than a change affecting a specific token. Traders following the sector may watch the outcome of the public comment period, the final form of the rules, and how licensed firms announce products once the laws apply. Any services depend on the final rules and on approvals, so timelines for specific products remain uncertain.
