South Korea crypto tax reporting guidelines release

⚠ The date is not confirmed yet and may change.

South Korea's National Tax Service is expected to publish its planned tax reporting guidelines for crypto transactions in November 2026. The date is tentative, and the timing could shift because lawmakers are considering another postponement of the crypto gains tax itself. No specific coins are tied to the event.

What is happening

The reporting guidelines are meant to explain how crypto activity will be reported and taxed under the country's planned 22% tax on crypto gains. The tax combines 20% national income tax and 2% local income tax, applied to annual profits from selling or lending cryptocurrencies after a 2.5 million won allowance. It is currently scheduled to take effect on January 1, 2027.

The presidential office has backed delaying the tax further, with lawmakers considering a move of the start date to 2029. An official said discussions had shifted toward postponement because the government was not fully prepared to collect the tax, citing difficulty obtaining transaction data from overseas platforms and concerns among younger investors. The ruling Democratic Party has already introduced a bill proposing a January 2029 start, and some opposition lawmakers have also supported a delay or repeal.

A postponement is not automatic. Parliament must approve an amendment, and consultations among the presidential office, government and ruling party are expected after the October parliamentary audit, with changes possible during the November tax law review. Until an amendment passes, the tax remains legally set for January 2027. The guidelines were expected in November while officials continued building systems to identify taxable activity involving overseas platforms. Open questions raised with exchanges include how income from staking, airdrops and decentralized finance transactions would be calculated.

Why it matters

For holders and traders on domestic exchanges such as Upbit and Bithumb, the guidelines would clarify how gains are to be calculated and reported ahead of the planned start date. If the tax is postponed, the release could be delayed, revised or overtaken by the legislative outcome, so the November tax law review is the main thing that determines whether the document appears on schedule.

The debate also touches on fairness between domestic and overseas platforms. South Korea expects to begin international information exchange under the OECD's Crypto-Asset Reporting Framework in 2027, while the United States is planned to participate from 2029. Industry representatives have warned that uneven reporting requirements could push trading activity away from domestic exchanges.
